Compare that against the fact that currently a user can already place a hold on these three titles he wants. And could cancel the other two holds as soon as the first available is waiting for pickup. Instead of adding the group, could you just make it easier for the user to place those three holds on the same title in multiple biblios?

I'm working on this new feature but I have some concerns about its implementation. I made a small, proof-of-concept, patch, and would love to have some feedback before continuing to work on it. It's in bug 15516 [1] and my concerns are described there, next to the test plan :)
