What happens is that you add a new category - say Wings if your library has a Children's Wing, an Arts Wing, a Sceince Wing. The category would be Wings - then the first authorized value would be Children's which you add when you create the new category. Then if there are additonal Wings you would add those by clicking on the Add Authorised value icon.
