There is still an system preference without a tab. The name of the variable is noOPACUserLogin Probably to insert into "Opac" tab.

There is presently no noOPACUserLogin system preference in 3.0, and there hasn't been for a while - the equivalent syspref is now called 'opacuserlogin'.
