This is the desired behavour for HLT. IE it works this way because thats how they want it to work. So when we rebuild the search module we will need a way to specify how we want searches to work. IE so that different libraries can specify how they want certain types of searches to work. I think it would be a great feature, and then we wouldnt be forcing libraries to use what 'we' think is the best method of searching, but instead what they want.
