Wow Benedykt, you're certainly asking a lot of questions today. I don't believe this is a bug, but as different libraries have different requirements for becoming a member, it would be very difficult to have a page that automatically processes new members without verifying their credentials. For your guidance, a lot of quick questions can be answered by ppl in the Koha IRC room on #Koha channel at irc.katipo.co.nz, port 6667 - it saves flodding of the -devel list.
