To address the permissions issues wherein a user with the borrowers flag could edit login information for a user with more permissions, I've added a new category_type of 'Staff'. To edit permissions and login data for a patron in a 'Staff' category_type, the editing user must have the new flag 'staffaccess'. There are no limits on assignable permissions for a non-Staff member, though that's something that should happen in the near future.
