Anyone know why C4/Barcodes/ValueBuilder.pm has a Perl shebang?

Confirmed: it's been there ever since the file was added to close bug 8524. Maybe it helped the original author's editor recognise it as a perl file or maybe it was a careless copy-paste of a header in the previous version of the plugin.
