I could be (probably am) well off the mark, but hasn't arch "gone quiet" for a while? If you do consider a new tool, look very seriously at git/cogito. The reason for saying that is that git is the source database, while cogito is (one of) the user front end for manipulating the database. Again, there were comments that arch might well move to using git as its back end. The point being, if you do go down that route, then some people can use cogito, others will use arch, svn might add git as a back end ... everybody can choose their own preferred source control front end, but the back end is shared across them all. Have you considered a move to svn?

If we are going to change version control, please move koha to a distributed system like arch or darcs. The benefits of svn over cvs are minimal for a fairly mature project, the tools are far larger (like 5 times the size), it still has the single central server point of failure and if we want to upgrade later, there are fewer tools to upgrade from svn than cvs. Finally, it seems not GPL-compatible.
