to have translated frameworks

1) Translation file have been updated, a few new/different strings

2) Translated SQL files can be downloaded from 

They are rebuild every day, and are based on current master + Bug 14333, so they cover up to LOC Update 21

Please translate, wait for a rebuild, download and check for any errors
