you can run the following commands

cd /usr/share/koha/misc/translator/po
rm zh-Hans-TW*
wget http://translate.koha-community.org/download/zh_TW/312/zh-Hans-TW-i-opac-t-prog-v-3006000.po
wget http://translate.koha-community.org/download/zh_TW/312/zh-Hans-TW-i-staff-t-prog-v-3006000.po
wget http://translate.koha-community.org/download/zh_TW/312/zh-Hans-TW-i-opac-ccsr.po
wget http://translate.koha-community.org/download/zh_TW/312/zh-Hans-TW-staff.po

The location of po files is for a standard install
