Hi,
I have created Vietnamese po files and uploaded them to Pootle. The files are based on the 3.8.x branch and include the changes to the help files that were made after string freeze:

If you want to use an editor to work on the files, you can download the files as a zip archive from the review page. Please remember to upload your changed files back to Pootle in time for the next 3.8.x release, so they can be included.
