There is a little bit trouble with http://translate.koha-community.org/zh_CN, 3.6 and 3.8. It seems I lost the three po files from both of them. Could you rebuild http://translate.koha-community.org/zh_CN, 3.6 and 3.8 again?

That's bad! Do you know how it happens? Do you work locally, and then upload your file? In this workflow, it could happen that locally corrupted files, for whatever reason, break Pootle DB during upload. I can reload you language files as available in Koha community repository.
