All po files are translated except R_gpl.po which has been translated by others at other web site. It is not necessary re-translate it. Could you update web pages of zh-Hans-TW translation in http://translate.koha-community.org/manual/3.18/zh-Hans-TW.html and pdf in http://translate.koha-community.org/manual/3.18/zh-Hans-TW.pdf and the links at https://koha-community.org/documentation/?
