Hi Viliam,
the translation files for any maintained version are updated once each month. After a short translation period, they are then released as part of the new Koha versions. So the usual workflow is to update the translations and then update Koha to get the latest, without having to handle the po files yourself.
I see that the option 'Download for offline translation' leads to directories with files for the different versions. I don't know what the exact process for updating these files is. Maybe it's related to the release schedule and not depending on string changes?
