This is NPL choice. It's default parameter file provided by installer. Maybe
it's not what you want to do, but you can always change it.
If you think you build a MARC21 default parameter file that fits you need & can
be used by other libraries, feel free to mysqldump marc_*_structure tables, and
send them to me. I could add themn in future release.

Anyway, it's not a bug, it's a feature :-)
