strange... it works fine for me (with UNIMARC files).
Could you check that your MARC record is correct.
just add : 
	warn "==>".$record->as_formatted();
after :$record =
MARC::File::USMARC::decode(char_decode($record->as_usmarc(),$char_encoding));
