It must be possible to specify the order of subfields in a MARC record.  As an
example from MARC21, the 260 publisher information field may have fields in the
order "abcab" where the first abc is the main publisher and the second ab is a
local publisher in the country where the cataloging is being done.  In this
case, storing the data as aabbc would make no sense.
