When working with the Branches parameters, there is no place to enter branch
categories and categories cannot be attached to branches.  Manually inserting
branch codes (categorycode, categoryname, codedescription) into the
branchcategories table still results in a blank display of branch codes when
setting branch parameters.  (Comments in the branches.pl script indicate that
there might be some scope problems with database handling -- maybe that's the
problem?)
