The 'Browse Members' function (/cgi-bin/koha/member.pl?member=x) should return
results broken into pages of manageable length, i.e. 20 results per page, with
links to next/previous pages.

[our borrower set of 36160 patrons returns a set of 4165 records for
'/cgi-bin/koha/member.pl?member=k.'  This is a little unwieldy for real-world
operation]
