Overview description:
  /cgi-bin/koha/member-password.pl allows administrator to assign identical
names to different users.

Steps to reproduce:
  1. Search for a member, then assign him/her a user name
  2. Search for another member, assign the same user name in step 1 to this user.

Actual result:
  No error is displayed.

Expected result:
  Assume that user name in step 1 is unique, then step 2 should shows error
saying duplicated user name or something similar.
