In the OPAC (and in circulation, for that matter), the 'waiting' status often
doesn't represent the true status of the item if the item is in transit between
branches.  The OPAC should only tell a patron that the item is ready for them if
the status is both 'WAITING' *and* the holding branch is the same as the pick-up
branch.

Presently our patrons can log into the OPAC and be told an item is "Waiting for
you," when in fact the item hasn't arrived yet.  Building in this check of the
current branch vs. pick-up branch would solve this problem.
