I propose a change to the way reserves are handled by Koha, based on the way our
previous system worked.  The change would improve reserves-handling for
libraries with multiple branches.  It would work this way:

1. An item at Branch A is reserved for a patron at Branch B.  When the item is
returned at Branch A, that copy is marked 'found.' That indicates that the
reserve has been fulfilled, but it's not at its destination yet.  The book is
now sent to Branch B.

2. When the book arrives at Branch B, it is returned again.  The system sees
that the book is at its 'destination branch,' and marks it as 'waiting.'  This
indicates that the book has arrived where it is expected by the patron.

3. The patron is notified that his book has arrived, and comes to Branch B to
pick it up.  When he checks it out, the reserve is marked 'filled,' meaning the
process is now complete.

For multi-branch libraries, this solves a problem where the system indicates
that an item is 'waiting' when it hasn't actually arrived at its destination
branch.  The interim step 'found' would make it clear that the item was found
but was still in transit to its destination.
