Its a row in the systempreferences table in the database.
| acquisitions          | simple             | Normal, budget-based
acquisitions, or Simple bibliographic-data acquisitions     | simple|normal  |
Choice    |

Is what it should be in order for it to use simple acquisitions out of the box.
It comes as normal by default currently (which is the full acquisitions, with
budget handling et al)
