Intranet and OPAC searches should have to option of being defined as 'starts
with' searches.  So, for instance, a title search could be marked as a 'starts
with' search by checking a radio button and the search would search only for
titles which start with the input string.  Of course to be effective the search
would have to ignore articles like 'a,' 'an,' and 'the.'
