Latest versions of Koha (both rel_2_0 and HEAD) will return no results for a
member search by "lastname, firstname" even if the name is in the database. It
doesn't matter if the first name is full or partial. Searches will only return
results for last names.

The solution needs to no only allow one to search for members by inputting
searches for names with single last names likes "Smith, John" but also
multiple-word last names like "Van Dyke, John."
