Koha navigation menus should reflect the current user's privileges.  Users which
didn't have access to parameters or cataloging would not see those options in
the menu.

Perhaps the authentication scheme could set template variables for each category
for which there are privileges.  So the main page could say <!-- TMPL_IF
NAME="paramaters_auth"--> [Link to Parameters] <!-- /TMPL_IF -->
