If I have no javascript-capable browser, I cannot set system parameters other
than by editing the database from mysql command line.

The koha server is behind a firewall, which we want to hide the admin port from
off-site. The only browser I (remote sysadmin) have without travelling to the
site (a very long way) is lynx. Lynx does not understand javascript. The system
parameters setting button is javascript-only, so it doesn't work.

I doubt this is an unusual use case.
