The renewstatus subroutine in Circ2.pm is used in places like the OPAC to
display information about whether an item can be renewed.  Presently it only
checks for too many renewals.  It should also check to see if there are reserves
on the item--if so, then no renwals should be allowed.

Or is this something that differs according to library policies?
