lowering the severity to normal, as the librarian can look at the returndate to
see if the renewal worked or not.
However, I agree we should not be able to ask for a renewal if the renewal is
forbidden.

Another thing : i'm strongly against a simple way to override the renewal-limit.
The librarian, if a renewal is really needed, can alway return the barcode and
issue it again to the same borrower. This is not fun to do, but overriding
library rules must be not fun !
