The librarian can check the renewal date to see if an item renewed, but cannot
tell the patron *why* the item did not renew (on reserve?  too many renewals?).

The issue of overriding renewals is really a library-specific one rather than a
Koha-specific one.  The proper enhancement to Koha would have to include a
system setting that turned renewal overrides on or off.
