If you try to issue an item which has been made waiting for someone, and you
override the reserve, but don't indicate that the reserve should be cancelled,
the reserve is cancelled anyway.  Here's the sequence.

-Item A is on reserve for patron A.
-Item A is returned and made waiting.
-Patron B checks out Item A.
  -- Librarian overrides the reserve
  -- Librarian does not say to cancel the reserve
-Patron A's reservation is cancelled anyway.

This is a rare occurrence--usually if a librarian is overriding a reserve on a
waiting item they're checking it out to the reserve patron's spouse, so they
*want* to cancel the reserve.  But the bug does cause an unwanted loss of data
(the original reserve), so it could be a significant problem.
