After our latest upgrade we found that we couldn't issue any items. The error
message in circulation told us that we'd exceeded the issuing limit, which was zero.
Specifying numbers in /admin/issuingrules.pl for the default branch, all (*)
itemtypes and all (*) borrower types did not change the issuing limit.
The bug doesn't seem to affect libraries with only one branch (the issuingrules
functions were previously only tested on a single-branch system).
The temporary solution is to manually populate the issuingrules table with the
desired values. It appears that as long as each specific row has a value in it,
things work fine. It's just the wildcard entries that aren't respected.
