The default template has been updated in the latest release to omit the
beginning and ending reserve date form fields, so the user is not aware of any
missing features.  Since adding this functionality would require significant
changes to the way reserves work, I think it makes more sense to leave this as
an enhancement, and specify 2.2 as the version.

If a normal bug is required, it's required for 2.0, and the solution is to
correct the template.
