After an item type is defined, if charges are subsequently defined, the item
type is no longer deletable.

To reproduce:

1. Define an item type (the item type can be deleted at this point)
2. Go to charges in preferences. Press OK.
3. Try to delete the item type created in step 1. Koha now says the item cannot
be deleted because it's been used 4 times.
