Reading again, i'm no more sure it's a bug...
wildcards are here not here to be checked when other are empty.

they are here to say "here is the issuing rule if you ignore this".

For example, if you set 
14,5 for branch A / students / books
14,3 for branch A / students / music
14,6 for branch A / students / *
you mean a student can issue 5 books, 3 music but no more than 6 items.

I agree that the 14 for A / student / * is useless as issuing duration is always
calculated from true branch / itemtype / borrower type, never from a joker.
