This bug is still current in NPL's installation: You can't delete a record
using the delete button from the detail screen, but you can delete an item from
the additem screen even if it's checked out to someone. Doing so leaves the
item in the issues table, resulting ultimately in "ghost overdues" and
unfounded debarments.
