Debarred patrons can renew via the OPAC. I attempted to hide the renew link in
the template, but found that the 'debarred' variable is confined to the
BORROWER_INFO loop, and not available in the ISSUES and OVERDUES loops.

I wonder also if hiding the renew button isn't just a band-aid for the larger
problem that the renew process isn't properly checking for patron status?
