In both the OPAC and the Intranet, users must be able to place reserves on
titles with no items attached. This is necessary for on-order titles which
don't have any items attached.

Ideally, Koha would distinguish between those records which were designated
somehow as being on-order titles and those records which have simply had all
items deleted. However, in order to do that we'd have to come up with a
standard way of identifying on-order titles.
