Koha has mysterious behavior when it comes to setting home branch. If you don't
select a branch using selectbranchprinter.pl, Koha will default to a branch of
its own seemingly random choosing: It's not the first branch ordered by
branchid, or the first branch ordered by name, or the first branch entered. The
consequence of this is that if someone loses their cookies or logs in with a
new browser there is no indication other than on the circ screen what branch
they're logged in as. This results in books being transferred to the wrong
branch and statistics skewed towards Koha's chosen "default" branch.

If we put a branch selector form on the login screen at least librarians will
be reminded that they have to choose a default branch and offer them the
opportunity to double-check that they're logging in with the branch they want.
