We have a staff account set up with these privileges: circulate, catalogue,
borrowers, reserveforothers, borrow, reserveforself, updatecharges. If that
user tries to delete a borrower they're forwarded to a mostly-blank opac page,
even though the browser's location bar says
http://[ourhost]/cgi-bin/koha/members/deletemem.pl?member=[membernumber]
