I've made changes to each script which potentially deals with GST in order to
detect whether the GST systempreference exists or not. The templates now can
check whether GST > 0 and display GST-related fields as necessary. When
necessary, the template will pass a hidden form field where GST = 0 rather than
accepting user input.
