Let me say that I firmly believe allowing patrons to have a blank password is a
bad idea and I was jsut messing around with this setting.  So the merit of
fixing this is questionable but perhaps there's someone out there who wants to
make opac passwords optional.

In opac-passwd.pl if MinPasswordLength is zero then it uses a default of 5. 
This could be considered a feature or a bug.  I thought possibly entering -1
might be sufficient to disable passwords and thus it could just be mentioned on
the syspref page but it seems that it still requires a minimum of 1 character.
