make install in 'dev' mode resulted in the following problems :

(1) etc/ was created in /usr/local/share/ despite specifying a base install
dir.  

(2) the '$' character is not written to config files (used it in password).

(3) intranetdir, etc in koha-conf.xml written with /usr/local/share/ instead of
specified base dir.
