I attempted to add some HTML to the value for the opacheader system preference
- in this case some simple text. (<b>Opac Header</b>)

The value is saved in the system preference fine and appears in the Value when
viewing the system preferences. 

But nothing is transferred to the Opac template. Viewing the source code for
the page in my browser and then searching for the content in the sys pref value
finds nothing.
