It is NOT as simple as it seems it should be.  There may be any number of
juvenile patron categories that need to be "promotable" and they might proceed
in series or in parallel.  You might have age 5-12 kids in one group and 13-18
in another.  Or one for kids inside your geographical service area, and one for
kids outside it.  And, a real gotcha, the library may define an enrollment fee
for whatever "Adult" category we would want to target.  How do we handle
that... They should pay, right?  But what if the child category already has an
enrollment fee for the same amount?  Then maybe the library intended "everybody
pays the same amount... ONCE".  

In short, I propose we handle just the base case, default child category to
default adult category with no fees.
