This system preference used to change the interface for Acquisitions so that
the library could decide whether they wanted to use Simple (Bibliographic)
based ACQ or Normal (Budget Based/Orders). 

With the System Preference set to "simple" the "normal" interface should not be
displayed. 

Currently it makes no difference which system preference is chosed, the Normal
(Budget Based) interface is displayed.
