Koha used to force you to do a search of you catalog to see if you already held
an item before adding a new one. This helps with ensuring that you don't end up
with unnecessary duplicate records. 

This meant that if you were adding an item that you knew for certain that you
didn't have, you had to go through an extra set of searching for an item that
wasn't there. 

Now you can start from scratch and add a new empty record, without having to
search. 

It would be nice to make this a system preference so that you can force
everyone to search the catalog before adding an empty record *if you want to*.
