The selection of language should happen on one screen, then the next screen
should list the available frameworks for the chosen language(s?).  Using
javascript in the web installer means that some people can't install koha.

(Also, at the moment, if you need to install English, one has to select French,
then change back to English, else no Frameworks are offered for installation.)
