This should be solved by adding 
set foreign_key_checks = 0 
to installer.  Then we don't have to define an authtype to match the
authtypecode of the default authorities framework (which is never used except
to create other authorities frameworks).

Suggest that installer separate constraint & cascade definitions into a
separate sql file, applied after all tables are created.
