Scenario:  

 - Patron A has a reserve on Item 1. Item 1 has been returned and the item is
consigned for the patron--marked as 'waiting' in reserves.
 - Patron B finds Item 1 on the shelf, because the librarian neglected to set
the item aside.
 - Librarian checks out Item 1 to Patron B, overriding the warning that Item 1
has been made waiting for Patron A.

Result: Patron A will continue to see messages on their account (in Intranet
and OPAC) that Item 1 is "waiting" for them at the library, even though the
item is checked out to someone else.

Overriding the Waiting message and issuing the item should revert the entry in
the reserves table to its pre-allocated state. I'm marking this bug as 'major'
because it's an annoying, public-facing bug that is causing trouble for our
librarians.
